Threat Vulnerability Assessment Program

The ACTIC’s Threat Vulnerability Assessment (TVA) Program is a statewide program housed within the ACTIC that provides “all-hazards” physical security evaluations to critical infrastructure partners throughout the State of Arizona.

What is a TVA?

A TVA is the combined effort of Critical Infrastructure facility personnel and first responders conducting a physical security evaluation of location to improve the safety and security. The employees know their facility better than anyone, while the first responder will view the facility from an emergency personnel perspective. The collective effort helps ensure the best overall information about a facility is gathered in one place. This results in improved safety and security while also assisting the first responder if response to the facility is ever necessary

 

The Process

The TVA process consists of the following steps:

  • The Asset Manager and/or anyone else responsible for the asset creates an account in the Arizona Critical Infrastructure Database commonly referred to as “Haystax”.
  • Asset Manager completes that Assessment Questionnaire within the Haystax database.
  • Assessment site visit by qualified Public Safety assessment team.
  • Assessment Team provides firsthand, informed options to Asset Manager about how to improve the safety and security of the asset.
  • Options for Consideration report completed by the Public Safety Assessment Team.
  • Asset Manager reviews Options for Consideration and advises Assessment Team of any changes
  • Asset Manager reviews Options for Consideration and advises Assessment Team of any changes
  • Assessment Team finalizes the Options for Consideration report

 

Safeguarding your information

All the information that is gathered about your facility is protected under Arizona Protected Critical Infrastructure Information (AZ-PCII) – Arizona Revised Statues 41-1801 through 1805.

  • • AZ-PCII keeps the information gathered during the assessment process safe from any "Public Records Request" in accordance with state (ARS 41-1803G) and federal law (Critical Infrastructure Information Act of 2002 {6 United States Code § 133}).
